The ultimate, unannounced strategy looks like they would reopen the park to either no dogs allowed or dogs on leash only. This park is the only dog offleash area northwest of 2222 and Burnet Road. Austin parks are woefully deficient in venues that allow dogs on or offleash, with only 12 city wide and this has not changes while our population has doubled and we now have an estimated 224,000 dogs in Austin..&lt;br /&gt;&lt;br /&gt;The WPD issue is that eColi bacteria in the creek is caused by dog poop. This is unproved but suspected because of the heavy dog use there. Other known sources are wild animal waste, sewer spills, which have happened periodically since 2003, and dirty diapers left in/near the creek (dozens found after every weekend).&lt;br /&gt;&lt;br /&gt;eColi bacteria was brought to our attention in late 2007 after a massive sewage spill and 10 children reported stomach illness after being in the creek at the District Park. The City WPD's solution to this was to hold one press conference, hand our dome flyers and put up a few signs. I advised them beforehandd that this would not work, that on the ground  work needed to be organized, but they went ahead with their plan anyway. I then asked dog owners to volunteer to do something about the suspected problem. Debra Bailey volunteered to start a stakeholder group, now over 100 strong and known as BCDOG - Bull Creek Dog Offleash Group.&lt;br /&gt;&lt;br /&gt;Since the middle of 2008 to now, their on the ground work with education of dog owners, regular poop patrol and park improvements has resulted in the average eColi levels at the park returning to below the state recreational water quality standard for eColi during the week and 131 vs. the std. of 126 on weekends. This is a huge accomplishment, despite drought condition water flows in the creek &lt;br /&gt;&lt;br /&gt;BCDOG is the strongest coalition of stakeholders in the 32 square mile Bull Creek watershed. These stakeholders must be rewarded by keeping the offleash area open.&lt;br /&gt;&lt;br /&gt;Bull Creek Foundation and BCDOG have proposed the next phase initiative, which is to adopt the Boulder Colorado method of dog guardian training, registration, rules and enforcement.&lt;br /&gt;http://tinyurl.com/ldubdh&lt;br /&gt;BCDOG has recommended that a $5 charge be added to the 3 year rabies tag required by the city. This bacteria also spikes much higher on weekends, when the number of dog visitors peak, according to Mateo &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Scoggins&lt;/span&gt; with the City Watershed Protection Department who is doing regular water quality samples of the creek.&lt;br /&gt;   Signs have recently been placed in the park, warning people and dogs to stay out of the creek at the park, and educating visitors on the bacteria problem and the need to Scoop-the-Poop!&lt;br /&gt;   The solution is simple - watch your dog and Scoop-the-Poop, keeping it from being picked up on paws and shoe soles and taken to the creek. Don't let your dog poop in the creek. Train your dog to do his/her "business" away from the creek and reward that good behavior.&lt;br /&gt;   Dog owners have risen to the challenge with the BCDOG group now forming. Dog Owner Debra Bailey &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;volunteered&lt;/span&gt; to act as group facilitator, and has obtained a box of Scoop-the-Poop handouts and dog collar mutt mitt dispensers to pass out to park users. Rowena and Llewellyn's parents Matthew Irving Smith and Hazeline Ingram Smith bought the land in 1941 for investment and recreation. Matthew was a language professor at U.T. and bought the lower part of the tract from Dorthy Duval and the upper part from Harvey Simon. The property was part of the original James Coleman survey.&lt;br /&gt;&lt;br /&gt;The Smith and Stenis families enjoyed their creek side property for over 50 years. &lt;br /&gt;In 1992 the property was put under option for construction of 355 apartments. &lt;br /&gt;That drew the attention of people in the area who thought that this pristine stretch of Austin's only Northern Edwards Aquifer spring fed drinking water supply creek should be preserved. 13 area neighborhoods expressed this sentiment. Council member Ronney Reynolds assisted in actions that led to the tract remaining undeveloped. It was purchased in January 1999 as Water Quality Protection Land (WQPL). The 60-acre Bull Creek tract, also known as the Stenis tract, was purchased with Bond funds after a successful 1998 election. Move into the left lane and take a left at the next traffic signal at Spicewood Springs road. (Only a left turn is possible) Once on Spicewood Springs Rd, turn right onto the low water crossing road and take an immediate right into the parking lot area.&lt;br /&gt;&lt;br /&gt;South on Loop 360 (from 183 and other points north) - Head south on Loop 360, you'll pass through several traffic signals at Great Hills and Spicewood Springs / Bluffstone Drive. Austin Parks Foundation&lt;/A&gt;, and we have ongoing volunteer projects at Bull Creek District Park, the Greenbelt Trail and the forthcoming Bull Creek Water Quality Protection Lands trail.
